expediency asks the question 'is it polite?"
vanity ask the question ' is it popular?"
But, conscience ask the question ' is it right?"
and there come a time when one must take a position that is neither safe, no polite , nor popular,
but one must take it because one`s conscience tells one that it is right.

I think what this quote is trying to explain is that sometimes we need to ask our self`s this questions because in whatever situation where in we one of this answer will get to us and it will be right.
